Early morning queues

The sun is still to rise yet the streets of Buenos Aires never sleep. Party-goers return from a night out on the town, cleaners tend to the pavements and shopkeepers prepare their businesses for the coming day.

Here on the street Uruguay, a long queue has formed by 6am - wrapping around onto another street. What are the people waiting for? They require a certificate from the nearby Registro de Antecedentes but only a few hundred are given out on any particular day.
